Landlines start with many different numbers. I think whatever starts with 017 is probably a mobile number in Germany, I think there are also some that start with 016. I lived in Germany, but not anymore, and don't remember these things very well. Now I live in Ireland, here it's easy, mobile numbers start with 086 or 087, everything else are landlines. Sorry I don't know about the other countries you mentioned.
