How can i make free calls to Libyan mobiles?

Is there any way i can call, from England to Libya, a mobile or house phone (preferably mobile) for free? I can’t use skype or any other program like that because the people i need to ring don’t have the internet. I dont mind whether the call is being made from my mobile or computer, all that matters is that i’m not calling a computer.
